Memorandum of Understanding on Support of Parliamentary Expertise Analytical Center Signed

On October 11, the RA NA Chief of Staff-Secretary General Tigran Galstyan and the USAID/ Armenia Mission Director Deborah Grieser signed a Memorandum of Understanding on Support of Parliamentary Expertise Analytical Center.

Let us note that by the Memorandum the USAID will supply modern equipment for providing the activity of the Center being founded in the Parliament of Armenia.

Deborah Grieser has noted that after the political changes happened in Armenia the U.S. Government wishes to continue its assistance to the Government of Armenia and the legislative body. “I believe that the legislative body provides the accountability of the executive body. So, the parliamentary research services provided by good means are important: to provide neutral and unbiased analysis, as well as substantiate supply stable instruments for the parliamentary oversight analysis,” the USAID/ Armenia Mission Director noted.

She talked about the necessity of cooperation between the Research Center of the U.S. House of Representatives and the similar Center under creation in the Armenian Parliament.

Deborah Grieser reaffirmed the desire of having an effective dialogue with the parliament by the USAID.

Tigran Galstyan thanked the Agency for the cooperation with the parliament for many years, as well as for showing material support.

The NA Chief of Staff-Secretary General highly assessed the implementation of the numerous support programs in the legislative body by the organization before and today which promoted the development of the parliament’s capabilities. Tigran Galstyan has evaluated this phase of cooperation, which is directed to the increase of the expertise and analytical potential and will contribute to the strengthening of the legislative body’s oversight function.

“I think that today by signing the Memorandum between the National Assembly and the USAID we’ll expand the frameworks of our cooperation, raising it to a new level. I consider important the fact that you personally and the Agency help your partner countries in every way to develop their capabilities,” Tigran Galstyan stated. He expressed hope that the cooperation with the USAID would be continuous.
